Please help me understand this sentence.

They attach greater significance to the ways people see their objective situation, to the significance of ideology, struggle between classes in the realm of cultural production and the production of symbolic meanings as active forces in historical change.

1. I couldn't figure out which terms the word "struggle" between with. Between classes? Or the two phrases I underlined.

2. What does the phrase "production of symbolic meanings" mean? Does it mean production's symbolic meanings? Or symbolic meanings' production. But I feel neither of them are active forces in historical change.
