Please help me understand these two sentences.

1. The tension between these values and those of the popolo and even the urban nobility in cities which still maintained their communal constitutions helps explain in part the evolution of renaissance humanism.

I couldn't figure out which term the which clause (which still maintained their communal constitutions) refers to, the tension OR the urban nobility.

2. . Whether expressed in terms of support for Empire or Papacy or Guelf/Ghibbeline faction they remained rivals for control of the burgeoning cities, even supporting rival podeste.

I don't know what does "podeste" mean. I looked it up in the dictionary, but couldn't find a good explanation. I also feel it might be a misspelling of "podestà", which is a Italian word, means a mayor.
