Please help me understand the difference!

1: I am frustrated at the lack of progress.
2: I have been frustrated at the lack of progress.

What is the difference in meaning between the sentences? Somebody please help me. They sound similar.

I am reporting what I am feeling now.

anonymous2: I have been frustrated at the lack of progress.

I am reporting what I am feeling now AND the fact that I have been feeling like this for quite some time in the recent past.
