Please help me understand the concept

That is wrong. It should be: 'People wait in a queue'

The caption of a picture would be: 'People waiting in a queue,' because that is what is seen.


[In a headline, the present tense is used "People wait in a queue for an ATM," perhaps because the emphasis is on the prevalence of queues at ATMs, not this particular occurrence, or this ATM is the only one in the area that has money to dispense.
It will depend on the story line.]

1.I don't understand the point given in third bracket by you above. Could you get your point easier for me,please?

2. Another occurrence is 'I can see that the CM leaving the parliament' but the headline shows it as 'The CM leaves the parliament' Could you explain why present tense is used here?
