please help me understand a sentence

This is about a maintenance fee of a remote access product.

I don't understand the meaning of the second sentence.

The first sentence says you don't need to pay maintenance fee unless certain conditions are met.
It sounds to me that the second sentence says that you pay the maintenance fee to get fast support response and proactive update services.
