If you don't know how to start your essay. Try to make an outline in order to organize your ideas. You could start by listing every reason why mobile phones should be turned off in a university, and an example. You didn't say what type of essay you have to write. Is it about your opinion or about facts. Maybe you could defend your position and say that there's a negative side to the fact that you can't use your mobile phone in college ( example: in case of emergencies, etc)

I thought that you could use a cell phone in any public place (except in libraries and places of study). Otherwise no one would buy one. However there's a reason why they can't be used in college or in any place of study.

For example, when I was in high school, cell phoness were forbidden because:

1. Cell phones can be used in a malicious way
Ex. If a student is taking a test, and tells the teacher that he or she needs to go to the bathroom. In the bathroom the student calls a friend to ask him the answer to a question that's in the test he is taking.

2.. If the cell phone starts to ring while you are in the library or in a class it would disturb the concentration of others.
Ex. If a student during a break or his lunch period decides to call another student that might be taking a test. The sound of the cell phone ringing would distract the other student taking the test.
