Please help me to correct these sentences.

Our courier service has informed us that the shipment arrived from France under tracking # xxxx xxxx 6030 is in customs, but they can't clear the shipment unless we submit a clearance certificate from Ministry of CIO. The courier services has already contacted the concerned department, buy they says that the importer should contact and explain the product details only then can they release the NOC.
