Please help me rectify this sentence.

Dear friends and teacher,
I have a sentence as :
(1) Stores must meet the expectations of today's consumer (2) who (3) expects quality, service and (4) not paying very much.
Could you please point out where the mistake is, why it is wrong and how to rectify it. THank you so much.

Hi,

You can't say 'He expects paying . . . '. The verb 'expect' does not work that way.
