Please help me read this sentence



"They kept pointing to the high yield.” Thus one chief executive, recounting his investment firm's decision to spurn an offer of securities.

Does this sentence mean "The one chief executive recount his investment firm's decision saying 'they kept~~ yield' "?

The second sentence doesn't have a verb so I wonder if 'recounting' can be verb for 'chief executive' .
