Hello, copysnake, and welcome to English Forums. I am not clear on what you wish to know, but 'that anyone would deliberately harm an animal' is a subordinate clause acting as an adverbial (either complementing the whole main clause, 'many are perplexed', or perhaps modifying the adjective, 'perplexed').
