All of the above are OK. You need to add a few capital letters.

in a restaurant means inside a place
at a restaurant means he is probably standing in front of a restaurant. Say, waiting for somebody. Because the use of at refers to the particular spot of a place

Have you finished your lunch ? You want to know whether he has finished his lunch not long ago.

I have visited boracay 8 times. ( just tell how many times you've visited a place and not about the exact date you went )

That I will love you forever is better than the second one as I am goingshows a sense of urgency

That I am able to speak English intends to show your capability
