Please help me interpret this sentence

"Indeed, those who kill, and kills more after they killed their first, never will they be forgiven".

Does this means:
A: If you stop killing, you will be forgiven
B: As long as you kill, and kill more after you killed my first, it doesn't matter what you do, you will never be forgiven.
C: Others (please state)
