Please help me in saying these correctly and nicely

Hello my name is Van, I'm a Special Projects Coordinator for the City of Dorvill. How're you doing today? We’re in the process of adopting the Impact Fee Ordinance and have some questions and I would appreciate your help. Would you let me know if the Impact Fee is handled or functioned by an Impact Fee Administrator or someone else on staff? And, what are job descriptions of Impact Fee Administrator?
