Nowadays the economy of countries is booming that leads to the rise in individual demand to own a private vehicle. This development cause the overload of road systems. Some people believe that governments should offer a full-funding for upgrading the old one. While I think that both users and authorities should seek a win-win situation,
On the one hand, there are several reasons why some people argue that expanding roads should be prioritized by governments. First, to purchase a private car, owners have to pay an amount of taxes such as the import and environmental taxes which could be reinvested in reconstructing road systems. For example, in Vietnam the price of cars is being applied taxes up to 200% from its original value. Second, modernizing such infrastructure benefits for the national economy. Qatar ,for instance, won in the competition to be the host of World Cup 2018 which could make millions of dollars from tourists attended this event. Finally, it seems to be unfair to force tax payers to cover these costs when they are constantly pay taxes on the daily basis.
On the other hand, state funding could fall into the state of deficit in spending on the projects of expanding roads. A good example of such situation is that the expenditure for renewing roads in Vietnam account for 50% of GDP, which breeds the poor condition of healthcare and education. Furthermore, paying part of the costs of erecting road systems could heighten the awareness of residents to protect these national properties.
In conclusion, it seems to me that improving the quality of roads should be the responsibility of not only governments but also car owners should be proud of their contribution for their own society.
