Please help me about the sentence.

"The panel has not yet reached agreement on a crucial question, however, whether to recommend legislation that would make it a crime for private funding to be used for human cloning."

I don't quite understand the sentence structure, so I hope someone can explain me how to understand " whether to recommend legislation that would make it a crime".
Does the clause serve as appositive clause? What does "that" serve as, subject or pronoun? What does infinitive "to recommend" serve as, the subject?
