Please help me!

I am trying to translate this sentence: "This is the mid-way point of the commitment made at the 2010 summit: to secure the world's most vulnerable nuclear materials from terrorists over four years."

I am having a difficulty understanding the use of the expression "the mid-way point of the commitment". What does this mean? Does this mean that "this" was a focus of the commitment? One of many agenda items of the commitment? It was made right in the "middle" of the making of the commitment?
