she is the/a teacher that I like the best.

he has the/a friend whose father is a doctor.

Which one is good or more better?

She is the/a teacher that I like the best. - There is only one "best-liked teacher," so use "the."

He has the/a friend whose father is a doctor. - This one can do either way. If

Tom is the/a man who I think can speak English well.

If you have already told someone about "a man you think speaks English well" and then you mention Tom, you can add "Tom is the man who I think speaks English well."

If you have never spoken of this man before, but you mention Tom, and someone says "Who is Tom" you can explain who he is by saying "Tom is a man who I think speaks English well."
