Please Help. Is this the correct use of the word "Promulgate"?

Ths information is from a Powerpoint presentation. I left the other bulleted lines in here for reference. There are some people in my office that believe that I am using the word "Promulgate" in the wrong context. What do you think? I need an expert opinion to put this discussion to rest. Thanks!
