Please help, is this sentence correct?

They will take the lead per 1-10-2010, whereas only per 1-1-2011 will we be released from all obligations.

No; you are using 'per' wrong. And are those dates? The format is wrong, and it is always wise to spell the month:

They will take the lead on (as at) 10 January (or 1 October?) 2010, while only on (as at) 1 January 2011 will we be released from all obligations.
