He did not send the pics to me too /He hasn't sent the pics to me too

Yes, you can. But the meaning is not entirely the same. Because in the original sentence, the context suggested that you engaged in a convesation with someone who was expecting pictures from X and likewise you did as well. However neither of you received the pictures consequently. With the perfect const
