Jack: What have you been doing for the past hour?
Alex: I have been wiping the windows.
Here in Alex's sentence, it does not say Alex is still wiping the windows? Why is that cause they both are present perfect continuous?

I think it does say he is still wiping the windows (possibly finishing up just seconds before the exchange).

I think you need to go back to CJ's last post on the questions and review his extensive explanations. If you can't see the light with CJ's examples, chances are, you won't find another expert to help you understand. I personally see that you are making perfect continuous harder than what it is.
