Please help: GMAT question

This is one of the GMAT question published by ETS in the offcial guide.

An inventory equal to 90 days sales is as much as even the strongest businesses carry, and then only as a way to anticipate higher prices or ensure against shortages.

Did not understand the Grammar of this sentence. Please help, how second part is connected.

Hello, Suresh-- welcome to English Forums. Carrying a 90-day inventory is a way of (successfully) anticipating higher prices (thus having more inventory on hand available to sell at the higher price) or ensuring against shortages (more inventory = less chance of shortage). Does that help.
