Please Help. Does this sentence make sense to you?

I am afraid that the following sentence will not make sense to the reader. I am particularly concerned about the last sentence. Please let me know if you understand the below sentence, and what you think it means:

"However, it was a bitterly cold February in Northeast Florida. Having shelter but no power or running water that month, left no room for imagination, yet it felt harshly surreal."

I understand what you have said, but I do not think it is very effective. For most people, there is nothing surreal about having no utilities.
