Please help.

The next person to take charge of the organization would have to be Rimal. I guess so. I am not sure.

vs.

The next person to take charge of the organization has to be Rimal; I guess so; I am not sure.


When it come to using 'would', is the only difference between the first and the second sentence is that the first sentence shows less confidence that the second one? Thank you in advance.
