Please help

I think this exercise would be considered more as stretch than a workout. Does this sentence mean 'in my opinion it is more a stretch than workout' or does it mean 'this is how people take meaning I have seen people using this exercise as a stretch'? How do I understand the sentence with 'would'? Please help me.
