please help.....

1.Susan donates money to flood victims.
2.Susan donates some money to the flood victims.

The sentence has to be written according to a picture and the picture shows a girl putting some money into the donation box and the words that must be used are 'donates' and 'flood victims'
Which sentence is correct?

I have come across this exercise and I wrote no.1, I was marked wrong.
Could someone please explain to me?

Thanks in advance.

The deciding factor here is the box. Typically a box like this is used after a major flood that involved many victims. The flood would have been in the news and everyone would be aware of it.

I don't see any justification for marking (1) wrong.
