Would you have said that the first one was correct?(suppose, there was a question with three answers) is the use of would have in the question above correct?

Suppose, his/her response to the question was," Yes, I would have said the first was correct". Does it mean the first one was correct in reality or what? Can he/she say," I would have said the first one was correct but I was wrong; the correct answer was the second one". Is this response correct? I am little confused. Please help.
