Student during the examination has been inadequate and hasn’t been able neither to perceive what is happening, nor remember it.

First, there is only one student in this sentence.
Second, he or she has been in "inadequate state", for example, drunk, acting improperly etc. Does this help?

Inadequate does not mean what you think it does.

Perhaps "disorderly."

The student during the examination has been disorderly during the examination and hasn’t been able neither (double negative) to perceive (understand?) what is happening, or nor remember anything it.

If you don't perceive something, you are deaf and blind.
