Please give me some suggestions about IELTS task 2

Topic: The government has the duty to ensure that its citizens have a healthy diet, while others believe this is individuals' responsibility. Discuss both views and give your opinion.

Some people believe that the authority needs to guarantee residents' healthy, whereas others argue that citizens have the duty to eat healthily. Personally, I believe that individuals have responsibilities for the merchandises they choose.

On the one hand, the governments are able to ensure people staying healthy through some methods. First of all, the central government should make legislation to restrict unhealthy foods such as fast foods or microwave foods. The limitation of the amount of food may decrease the number of products purchased by customers. At the same time, the government can stimulate food factories to manufacture better foods by giving the factories allowance as compensation. In addition, city councils ought to make some propaganda to encourage residents in order to make individuals understand how to consume healthily. For instance, local councils can build websites for children to play relevant games and buy television advertisements to publicize related knowledge.

On the other hand, it cannot be denied that residents have to make efforts to keep healthy. They have to think twice before buying any food. The authority only can educate citizens, but ultimately, people still need to make decisions by themselves. If residents reluctant to choose healthier food, no one can help them. Moreover, it is difficult to control the physical condition of citizens since all of them have different health basis. People have to know what kind of food is they truly need.

In conclusion, when it comes to the issue regarding healthy diet, I would hold a belief that although the government has obligation to ensure what residents consume, it is inevitable that citizens have the major responsibility.
