The sentence is a little compressed (it drops out several words). A fuller expression would be:
"You don't go up there in order to relax."

So then what does go up mean ?please?

I am not sure how to make this clearer. "Go up" does not make sense by itself. It only makes sense when you include the words that are implied but left out "Go up there." (Go up to the vacation spot.)
