Please explain this sentence

"We're not going to let them build a road here without putting up a fight."

I don't really understand this sentence because its double negative (not going to let......without) which makes me confused. Can anyone paraphrase or explain this sentence in detail for me please? And if it's possible, please help me to find a way to understand these double negative sentences. Thanks
