Please explain the difference between these two sentences

Please let me know the difference between:

To order larger quantities, please contact supplier.

and

To order larger quantitites, please contact the supplier.

I think the first phrase is a general statement, that whenever you need to order larger quantities you should always first contact a specific supplier.
