Please explain it.

The tenure of the senior military officials had to be extended, which made them head strong.

My question is that can we use "to be" with had.Further more,is cana verb comes in the last of the sentence.

The sentence is perfectly fine, except headstrong is one word.

"Had to be" is not a problem It is used in the sense "needed to be." (That is, "had" is a verb and not simply a verb helper.)

I do not quite understand your second question. But a verb can come in various places in a sentence.
