Please explain "He came to the help of another driver..."

Please help me explain the following sentence:

He came to the help of another driver who was being racially abused by three passengers.

Does it mean:

He came to HELP another driver who was ......

If so, why didn't it write in this simpler way?

Yes it does mean that. It was probably written that way out of preference/chance; that is a perfectly acceptable construction. " implies more of a preplanned purpose behind the action, but either sentence works.
