I have made some suggestions on the first few paragraphs of your essay. Your ideas are very good, and the essay is very well-organized and well-argued. But the English is not very natural and there are grammatical mistakes. I hope you can use my suggestions to improve your writing.

If I were given the choice between lecturing by teachers in class or the students doing some of the talking ~~by students~~, which one would ~~will~~ I prefer? It is considered(who considers this?) that the answer is the latter. However, I prefer the class where teachers lecture. I have ~~There are~~ three reasons for this. ~~as followed:~~
First, it is in terms of saving time. Much of the ~~that there are quite a few~~ information we get in class is through the teacher. In other words, not only would the students' discussions ~~doing some of talking by students~~ spend a little time in class, but also decrease the teacher’s time used to lecture. In addition, teachers in Taiwan are always worried that ~~about~~ they can’t finish all the lectures for a ~~of the~~ coming exam in time, and therefore the best way to solve this problem is when being puzzled in class, the student can consider over in class, and sometimes they will find out the answer by listening complete lecture.(The underlined part does not make sense to me)
Second, it is in terms of the discipline. ~~that~~ Some students do not discuss the course content ~~about the course~~, but ~~have a~~ gossip with other students instead. Not merely would the teacher take ~~takes~~ part in the discussion with the students, but also the teacher would have to supervise the students who do ~~his/her~~ their own business and not participate in the discussion. Therefore, as far as I am concerned, lecturing by the teacher is more efficient than having the students do some ~~doing something~~ of the talking ~~by students~~.
