Please elaborate the sentence

The burden of proving that a person, known to have been alive within thirty years, is dead is one the person who affirms it.

Please explain the above sentence in detail in layman's language.

It should read ' on ', not 'one'. If someone says that Mr X (who they know was alive sometime in the last 30 years) is dead, then that person must prove that Mr X is dead.
