Statement of the Problem
This study aimed to assessthe English Proficiency Among Graduating BSHRM STUDENTS in MPCF – Legazpi City.
Specifically this would seekthe answers to the following sub-problems:
1. What is the profile of the students, in termsof:

c. Parents’highest educational attainment
d. Homebackground
2. What is the English Proficiency level ofstudents, in terms of?
a. Grammar
b. Vocabulary
c. ReadingComprehension
3. Isthere significant relationship between the student profile and English Profile?
Assumptions
1. Theprofile of the students varies in terms of: High school graduated from, Priorlearning, Parents’ highest educational attainment, and Home background.
2. The English Proficiency Level of the studentsdiffers in terms of: Grammar, Vocabulary, and Reading Comprehension.
3. There is a significant relationship betweenthe Student Profile and English Profile.
Scope and Delimitations
Thestudy will assess the English Proficiency Level of graduating BSHRM students inMPCF – Legazpi City. Related aspects of English Proficiency that will beincluded are as follows; its profile on High school graduated from, Priorlearning, Parents’ highest Educational attainment, and Home Background.Moreover, the study will also focus in terms of Grammar, Vocabulary, andReading Comprehension. Furthermore, this will also provide the significantrelationship between the Student profile and English Profile. The data thatwill be collected will conform to the year 2011 to 2012. Utmost confidentiality and pieces ofinformation that will be gathered during the conduct of this study will be keptby the researcher.
Significance of the Study
Theresult of this study will serve as consistent basis in the training needs inthe English Language of the MPCF BSHRM students. The following are thebenefactors of this research:
Graduating Students. This study will help the Graduating studentsin enhancing their skills in the English Language in preparation for the highvoltage of competio=tion in the business world.
Teachers. The study will endow with strategies that canbe best used by teachers to improve the English proficiency level of thegraduating HRM students as well as the whole student body.
School. The study will create greaterideas in implementing excellent strategies to enhance the proficiency level ofthe students in the English Language.
Curriculum Developers ofMPCF. The study willprovide the curriculum developers a broader perspective on improving theEnglish proficiency of the students, therefore, the curriculum will bedeveloped accordingly.
CHED. Thepositive implications of this study will suggest to methods and techniques inEnglish Proficiency enhancement.
Research Coordinators .Topic distribution would be more organized because of the listed topicsrelated to the study that needs further investigation. Studies would not beredone done as this showed the scope of the problem. It would be easy for themto recognize same characterized study.
Researchers. Curiosity satisfaction will serve as recompense to the authors of this study.Future Researchers can develop better study using this and other studies asguide considering the relevance of their chosen topic. Professional researcherscould also gather new ideas prior to their field of study.

THE PROBLEM AND ITS SETTING
Introduction
English language is unarguably the most dominatinglanguage today. Over 500 million people speak English as their mother tongue,and another 500 million or so use it as a second language. It is used in overhundred countries as an official or semi-official language. it is the mainworld language of books, news paper, periodical, computer information storage,internet, websites, advertisements. International conference, seminars,treaties, and office works in general major parts of the world. The bottom lineis that we cannot ignore English.
Being proficient in the Englishlanguage can make wonders for anyone- whether a student, a professional, aresearcher, an employee, or civil service aspirant. A student pursuing an academic course caneasily comprehend the text and grasp the ideas if he is equipped with a goodvocabulary and fare better in the examination like civil service, or to seekadmission with scholarship in prestigious university can outcompete other if hehas a decent vocabulary.
Moreover, reading comprehension (RC)which forms an integral part of many academic as well as competitiveexaminations is all about properly understanding the given passage andanswering the questions that follow it. if a student taking such an examinationdoes not know the meaning of a couple of words in a paragraph, we can wellimagine the quality of his answers and chances of his getting a high score willbe negligible. Needless to say that if a student who has worked on hisvocabulary remains is up those who haven’t.
Furthermore, acquiring effectivevocabulary proves to be an asset in any examination where written and spokenEnglish is tested. It offers a student a wide range of words to choose from towrite his answers. The write-up of a student having a limited vocabulary suffers from improper useof words, and/or repetition of words. The examiners are too experienced not todetect such weaknesses. On the other hand a student with a good vocabulary hasseveral distinct advantages. The invariably chooses the right word, avoidsrepetition and shows a range of words in his expression.
Evidently, such an expression neverfails to create an impression. In the present high voltage competition thestudent who presents himself better even though hacing nearly the same level ofknowledge manages to nudge past the others. Mastery of the English Languageoften proves to be the key to success. Additionally, not only the student, butalso professionals engaged in different jobs need to build an effectivevocabulary and be proficient in the English language. the competition thatexists in the present age is not only confined to schools, colleges andqualifying/entrance examinations. It has crept into the corporate world, and isbecoming more intensified there.
in addition globalization andexpansion of trade, business and within the country and internationally haveopened floodgates of opportunities for various kinds of jobs.
-it must be kept inmind that mediocrity and average performance are only for those who accepttheir fate. In order to rise above the level and reach higher echelons it isnecessary to keep the fire burning in the belly. This is as true of beingeloquent in English as of achieving anything else in life. What the sustenanceof enthusiasm of enthusiasm will do is to exhort in doing what it takes toacquire higher proficiency level in the English Language.
In relation tothis, spelling and learning new words is not complete unless you know thecorrect spellings thereof. The effort of using a better, more appropriate andbeautiful word comes to naught if its spellings are incorrect. Linguist likethorslein Verblen feel that “ English spellings are archaic and cumbersome”.They need necessary efforts and careful observation to learn and master onemust also be careful about American spellings and use then where they areallowed. The spellings are accepted by standard dictionaries should be used.
Partly, “ Thesecret of strength in speed in writinglies” as vizelely says, “ in the art of using word in the right place”.Therefore, careful speakers and writers should aim to command not a largevocabulary but a wide and correct knowledge of words. “ the golden rule”according to Ernest Gowers in not the arrangement of words but their choice.Only the right words can convey the right meaning. The golden rule is to pickthose and use them.
to a certain extent, words carrytheir own importance, but without correct usage and adequate knowledge ofgrammar , a decent vocabulary gets inhibited and fails to make the desiredimpact. Wrong use of words mars the prospects of a good score in academic aswell as competitive examinations. In write-ups—articles, papers, reports thewrong usage of words will create a bad impression. Grammar is a vast term. Itcan be defined as the rules in a language for changing the form of words andjoining them into a meaningful sentence.
