Please correct this thought

Please correct this thought. How would you express :

How can a deaf Hispanic person have a Hispanic accent when speaking English? [rhetoric] They've never heard people speak with that accent. I guess deaf people have a predisposition to speak a language with their countries accent even though they've never heard it.
