please correct this sentence.

All Europe can do was just undertake peacekeeping task mainly for the region which the US had already stabilized by carrying out military mission solitarily.

Does the location of 'solitarily' make this sentence ambiguous?? It is an adverb for 'carrying out'.

And is there any other incorrect part in this sentence?

I corrected it as you said.

All Europe could do was just undertake peacekeeping task mainly in the region that the US had already stabilized by carrying out military missions.

But why can't I use 'which' instead of 'that' in this sentence?

You can use either:

"that": used to introduce a clause which reports something or gives further information;
"which": used to add extra information to a previous clause, in writing usually after a comma:

Here, "that " sounds better to me than "which".
