It seems that you just mean using "will". So I wouldn't say "will form".
Why did you bold "tomorrow morning"? Is that because the sentence has to start with

The exercise is for beginners, and the question that the students have to write is:
When will you listen to some music?
I will listen to some music tomorrow morning.

Then, 'a' is correct, how about 'b'?
a) Complete these questions using will.
b) Complete these questions using the fut

Okay, I misunderstood what they had to write.
I don't like b); to me, "form" is not a good word. (Although your students may well understand what you mean.) And the future "will" is not necessarily a question word.

Sorry, I don't think I have been much help to you. The problem is that I don't know how your students would respond to what I might write as the instruction.
