Please help me with these sentences. For no. 3, I think the existence of the word "yet" makes the use of a past perfect tense unnecessary (I could be wrong, though).

2. In the year of XXXX, I attended a school that had fewer than XX students and having that small number of students in a school was unusual at the time.
3. He was sad and the reason was that he had received (didn't receive?) the mail yet.
4. A dust pan is (a piece of?) cleaning equipment.
