The socialist law system with Chinese characteristics has be formed, which basically ensures that we have laws to act on. We must adhere to the principle of everyone is equal before the law. We must ensure that people's obedience to the law and strict law enforcement are realized and violation of the law is punished.

We will improve the socialist law system with Chinese characteristics and strengthen legislation of related laws concerning key areas and create moves channels for our people to participate in law legislation. We will forge ahead with government's law-based administration, and see that law enforcement is put in place in a standard, fair, and civilized manner. We will deepen reform of judicial system of Chinese characteristics to make the system more refined.

We will ensure that judicial and procuratorial organ can exercise jurisdiction and procuratorship independently and fairly in accordance with the law. We will make further efforts to launch a campaign to deliver education of rule of law , promote spirit of socialist law, and develop the soicialist conception of rule of law, thereby raising our people's awareness of learning, respecting, observing, and using the law. We must endeavor to encourage leaders and officials so that they enhance their capabilities of fostering law-based thinking and adopting law-based means to deepen reforms, advance social development, defuse contradictions and maintain social stability.

The party must act within the scope of the Constitution and laws since the laws are made by people under the party's leadership. We allow no organizations or individuals to have privileges overriding the law. We will not tolerate any practice of overriding the law with anyone's utterance or power or abusing the law.
