Lobbying has long been accepted as a legitimate practice in the world of American politics. Over the years, however, lobbying has grown from small-time hotel socializing into a multi-billion dollar business, in which not only individuals but also corporations and special-interest group seek to influence politicians with sizable campaign contributions or with other financial incentives.

The lecturer states that because it is usually difficult to prove that a legislator directly promised someone to vote in a certain way, we need safeguards which will discourage any tacit understandings between legislators and lobbyists. The only viable solution seems to be legislation that would, for example, place limits on campaign contributions.
