Please, correct my essay.

I support the opinion that governments spend more money on improving roads and highways. The reason is that I think congestion of roads and during rush hour is greater than public transportation. The congestion of subways is surely great in my country, but it is local issue, so that government should cope with congestion of roads. For example, I also drive my car along roads during rush hour sometimes. During rush hour, I scarcely make my car proceed, even overtaken by bicycles running along sidewalk. With new roads paved, the roads congested would be alleviated and cars smoothly proceed better.
