Please correct me. How to use "AS"?

Can we use sentences below?
a) As per your email dated September 15, 2008.
b) As per our tele-conversation on the above subject.

Anyone can explain more detail how to apply this word "AS" in formal email?

Your sentences are fine. 'As per' is a bit of popular biz-speak. It is a phrasal preposition meaning 'in accordance with'. I don't like 'tele-conversation' very much. Why not write properly?-- 'telephone conversation'. If you don't bother to write that out fully, then why bother with 'as per'?-- just use 're'.

c) "As per our discussion yesterday"

Other then these words, what is the word more suitable replace it?

You can use it with any reference; all of yours are fine. 'Pursuant to' is another fine piece of biz-speak.
