1. I am watching television or I am watching the television. The normal thing is to omit the article 'the'.

2. Can we say The price is cheap. ? We say it. But 'cheap' really means 'low in price', so it's more accurate to say 'The item is cheap'.

If you want to use the word 'price', you should say that the price is low. If something is expensive, you can say 'The price of that thing is high.' Otherwise, as Clive said, you can say a certain thing is cheap or expensive/dear.
