Please clarify the meaning!

A question: "Briefly describe the debate that ensued on the topic of studying at oxford."

Does it ask to describe the debate which occured after or before the topic of studying at oxford? I mean the debate which eventually ended up at the topic of studying at oxford or the debate which came up as a result of the discussion on the topic of studying at oxford?
