Apart from the main verb's structure and tense, I have quite a number of other concerns about this sentence.

Constitutions don't have rights, people have rights.

'Fundamental rights' seems to me to need 'the'. On the other hand, 'Part III" is already a very specific reference because of the 'III', and therefore doesn't seem to need 'the'.

'Introduce' does not seem like a good verb, as it usually suggests only a preliminary discussion.

Finally, is the sentence talking about 'constitutions' or one 'constitution'? It uses both singular and plural.

It sounds better to me to say something like -

"The fundamental rights of citizens are described in Part III of the constitution."

I didn't see that 'the' in the Part III is not necessary. Thanks for pointing it out.
