By the recent rise in fuel cost, A Motor Company has shown its commitment to _________ the fuel consumption of all its models.


Answer

A : lower

B : lowering


I believe the correct answer here is A. However, my friend told me that the correct one is B.

Can you please tell me which on is correct? and also why is A wrong answer??
