Please check my writing task 2, test 7, Cambrigde Ielts 12

Task 2:

In a number of countries, some people think it is necessary to spend large sums of money on constructing new railway lines for very fast trains between cities. Others believe the money should be spent on improving existing public transport.

Discuss both these views and give your own opinion.

Essay:

It is argued that a big amount of money should be spent on a new rapid railway system in many countries. In contrast, many people claim this fund should be used to improve their current public transportation. In my opinion, governments should allocate the funds on buses, regular train and highway before investing on highspeed trains.

Highspeed railway lines are very beneficial to some extend. First, workers especially who stays afar from the city centers, where accommodation are extremely expensive, will save their time on travelling to work everyday, Secondly, new fast railway system will attract more people using it instead of driving their own vehicles. As a result, the amount of emissions will be cut down which helps to slow down global warming.

However, it seems to me that government should improving their existing transportation system first. One of the reasons is that the installation of new highspeed railways takes time. For instance, in Hanoi, the bullet trains have taken a decade to be built since I was still a first year student. In addition, it will be a waste of resources if the buses , regular trains and highways are not taken advantage properly. By spending a reasonable amount of money on this facilities instead of using it up on new expensive highspeed trains lines, countries not only can solve the traffic problem but also have more funding for other aspects like education, healthcare services...

In conclusion, I believe that money should by spent on improving coutries' old transportation system before installing highspeed railway, although the fast trains system has some certain advantages.
